Why Did EXMO.com Close? 2026 UK Sanctions and the 29.4% Shortfall
EXMO.com announced a 2026 wind-down after UK sanctions. Its 29.4% customer-asset shortfall, USDRecover claim token, 2020 hack and withdrawal process explained.

EXMO.com told customers in July 2026 that it could not currently cover 29.4% of its obligations to users. The exchange deducted that share from account balances and credited a new token called USDRecover, or USDRec, in its place. Unlike USDC or a transferable cryptocurrency, USDRec could not be traded or withdrawn.
The decision followed UK financial sanctions imposed on EXMO EXCHANGE LIMITED on 26 May 2026. The company said the measures blocked access to some assets held by custodians, banks and trading partners. It also disclosed an older problem: cryptocurrency stolen in a 2020 hack had not been recovered.
EXMO announced the wind-down of its international trading platform on 14 July 2026. But it did not give a definitive platform closure date in that notice. Withdrawal and conversion services continued on a restricted basis as the company tried to return assets it could access.
Why 29.4% of customer balances became USDRecover
The central figure comes directly from EXMO's 14 July closing announcement. The company said an uncovered amount equal to 29.4% of total customer obligations arose from two sources: frozen funds connected with the 2026 sanctions and unrecovered cryptocurrency from its December 2020 security breach.
EXMO said it applied the same percentage deduction across customer accounts. An equivalent value was credited in USDRec, which it described as a debt-claim token. Holders were not told they could sell it for cash or send it to another wallet.
For illustration, a balance valued at $1,000 before such a proportional adjustment would have $294 represented by USDRec and $706 remaining in other balances. That is an arithmetic example of the policy, not a guarantee that a particular user could immediately withdraw $706. Liquidity, asset availability and verification could still restrict transfers.
The token gives holders a potential claim on recovered assets. EXMO said distributions could occur if frozen property was released or stolen cryptocurrency was recovered. It did not offer a fixed redemption date, a certain payment amount or a secondary market for USDRec.
This is different from a company's promise to pay a stablecoin on demand. A debt claim linked to future recoveries can remain outstanding even when the original trading platform has stopped accepting customers.
What the UK actually sanctioned
The UK's official list records EXMO EXCHANGE LIMITED, reference RUS3602, as designated on 26 May 2026. Measures include an asset freeze, restrictions on correspondent banking and payment processing, trust-services sanctions, director disqualification and certain internet-services restrictions.
The Foreign, Commonwealth & Development Office's designation announcement placed EXMO EXCHANGE LIMITED among entities considered to support the Russian financial sector. The UK's published reasons describe grounds for suspicion under sanctions law. They should not be rewritten as proof that an individual director was convicted of a crime.
EXMO disputed the sanctions. Its closure notice called them unjustified and said it was cooperating with the relevant authorities. The two positions should appear together in an accurate account.
A sanctions listing does not itself show that every cryptocurrency wallet was frozen by a court order. EXMO separately said third-party providers had restricted or blocked balances and suspended transaction-processing services. Those operator statements explain the reported operational impact but are not an independent audit of the frozen total.
For comparison, Bitzlato's enforcement-related shutdown followed a different government action and legal history. Its case cannot be used to infer charges or convictions against EXMO.
The 2020 hack returned to the story six years later
On 21 December 2020, EXMO disclosed a hot-wallet compromise affecting assets including BTC, ETH, USDT, XRP, ETC and ZEC. The company initially said the compromised hot wallets held about 5% of all assets and promised to cover affected users.
Contemporary reporting by The Block estimated the theft at about $10.5 million. That was an estimate at the time of the attack, not a verified 2026 liability or an amount that should be added to the later 29.4% percentage.
An EXMO update in September 2021 described the security incident as resolved. Yet its July 2026 notice said the stolen funds were never recovered and that the company had directed profits toward filling the gap. EXMO also said higher cryptocurrency prices had increased the value of those unmet obligations.
Both statements are part of the public record. The earlier account may describe the security response or resumption of normal operations, while the later one discusses recovery of stolen assets and financial exposure. Neither should be presented as an audited account-by-account reimbursement history.
The older breach was therefore a continuing financial factor in the 2026 shutdown, but the new sanctions-related freezes were a separate cause. The available material does not divide the 29.4% shortfall into independently verified percentages for each.
The combination recalls how a hack complicated Lykke Corp UK's later liquidation, although its legal proceedings and customer claims were different.
What stopped in July—and what did not
EXMO's 14 July instructions closed new account registrations and deposits immediately. New trading positions were no longer permitted, while restricted closing trades and conversions remained available so people could prepare withdrawals.
The platform said it would process withdrawals in the order received. It warned that requests could take several days and that fees or restrictions might increase as banking and crypto infrastructure became less available.
| Date | Verified event | Customer significance |
|---|---|---|
| 21 December 2020 | Hot-wallet hack disclosed | Stolen assets became part of the later financial shortfall |
| April 2022 | EXMO.com and EXMO.me separated | Customer services came under different businesses |
| 26 May 2026 | UK sanctions imposed on EXMO EXCHANGE LIMITED | Providers' relationships and available funds became restricted |
| 14 July 2026 | EXMO.com announced its wind-down | Registrations and deposits closed; limited conversions and withdrawals continued |
| October 2026 | Official channel continued publishing withdrawal reminders and service updates | Wind-down remained active; no fixed final date was verified in the main notice |
EXMO's official communication channel later listed assets again available for withdrawal, including BTC, ETH, XRP and USDC, as well as selected conversion pairs. The list can change, so it is not a permanent guarantee that a given network is working at the moment of a customer request.
The exchange also told users that withdrawals were being processed during business hours and that a high volume of requests had extended waiting times. These statements indicate a continuing wind-down, not the completed repayment of every user.
How can an EXMO.com customer withdraw funds?
The official closing notice directs account holders to sign in through the web version of EXMO.com, complete any required verification and request an eligible withdrawal. Some users may need to convert assets first if their original currencies cannot currently be transferred.
The company warned that thin liquidity could affect conversion rates and spreads. A displayed exchange balance is not proof that a transaction has already reached a destination wallet. Users should retain withdrawal confirmations and the blockchain transaction ID once a transfer is broadcast.
EXMO said additional KYC or AML documents might be required. That creates a practical obstacle for users who no longer have access to an old email address or whose accounts are restricted. Customer-specific remedies should be sought only through authenticated operator channels.
No universal final EXMO.com withdrawal date was established in the July announcement. Later warnings from the official Telegram feed urged users to act quickly but did not justify inventing one fixed final date for the whole platform.
AscendEX's customer-claims story also involved restricted withdrawals after trading stopped. But EXMO's sanctions freezes and USDRec arrangement require their own evidence and procedures.
Is USDRecover the same thing as USDC?
No. USDRec is an internal claim token described by EXMO as representing a proportional right to assets that might eventually be recovered. The operator says it cannot be traded or withdrawn.
USDC, by contrast, is an established transferable stablecoin with its own issuer and blockchain contracts. Coincidentally, EXMO's later withdrawal updates listed USDC among the currencies supported for some transfers and conversions. That does not mean USDRec can be redeemed for USDC at will.
Users should be cautious if a third party claims to offer USDRec trading, immediate conversion or guaranteed release of frozen funds. No such official facility was established by EXMO's published July instructions.
This is also why multiplying USDRec quantities by an assumed one-dollar market price would be misleading. The operator described a contingent claim, not an independently priced liquid cryptocurrency.
Why EXMO.com and EXMO.me must not be confused
In April 2022, EXMO split its operations into two exchanges. EXMO.com said the Russian, Belarusian and Kazakh business, including the EXMO.me domain, had been sold to a separate owner. The international business continued using EXMO.com.
EXMO.me subsequently issued its own July 2026 liquidation notice. It published additional verification and claim notices in August, September and October. Those processes should not be treated as the withdrawal timetable for EXMO.com users.
The UK designation refers to an EXMO-named entity and lists several name variations. It does not erase the earlier publicly described corporate split. Anyone establishing which legal entity owes a balance must consult their own account agreement and verified communications.
Confusing the two sites is especially risky when dealing with recovery forms, identity documents or supposed customer-support accounts. An instruction published for EXMO.me is not automatically valid for EXMO.com, and vice versa.
Was EXMO.com declared bankrupt?
The reviewed EXMO.com statement announced an orderly wind-down, not a published bankruptcy judgment. Its reported shortfall and issuance of USDRec are serious, but they do not by themselves establish a court-supervised insolvency case or a final creditor distribution percentage.
That is unlike Knaken's Rotterdam bankruptcy, where the court named a trustee and identified the affected corporate entities. EXMO.com's operator did not publish an equivalent court order in the sources reviewed for this article.
Cryptopia's liquidation also illustrates why legally administered creditor returns take a different route from a platform's own withdrawal portal. EXMO customers should not assume an identical claims procedure.
Whether USDRec will ever produce a future distribution depends on recoveries and legal developments. As of 25 October 2026, the reviewed evidence did not establish a final payout percentage for that claim token or confirmed release of all frozen assets.
What the EXMO case shows
EXMO's 2026 exit combined two problems separated by almost six years: an earlier security breach and new financial sanctions. The company used withdrawal restrictions and USDRecover claims to deal with the resulting inability to access or cover all user obligations.
A closed exchange's final trading day rarely answers every question about customer funds. The record of closed cryptocurrency exchanges includes platforms with court-appointed administrators, staged asset conversions and ongoing creditor processes. EXMO's 29.4% adjustment belongs in that record because it changed the composition of customer balances while the wind-down was still running.
