How to Obtain a FINTRAC MSB Registration in Canada: Requirements, Costs and Application Process
FINTRAC MSB registration in Canada explained: free application, six steps, ownership checks, AML controls and current 2025–26 registration statistics.

FINTRAC registered 1,401 new money services businesses in 2025–26. Its latest annual report counted 3,396 registered MSBs at 31 March 2026, up from 2,778 a year earlier.
The same report recorded 625 renewals and 23 denied new registrations. In another sign of tighter oversight, FINTRAC reported 82 registration revocations in 2025–26, up from 12 in the previous year. The numbers matter to firms considering a Canadian payments or virtual-currency business.
FINTRAC MSB registration is free. The agency says most complete applications are processed within three months. Registration is not a general licence to operate a crypto exchange or payment service. This guide explains the application, required documents, compliance work and other permissions a business may need, using official information reviewed on 28 October 2026.
Who needs FINTRAC MSB registration in Canada?
A business operating in Canada may need registration if it provides regulated money services to clients. Relevant activities include foreign-exchange dealing, remitting or transmitting funds, issuing or redeeming certain payment instruments, and dealing in virtual currency. FINTRAC’s registration guidance says covered MSBs must register before they start operating.
The legal assessment depends on what the business actually does, not its marketing label. A crypto wallet app, broker, foreign-exchange website or payment processor should map the movement of customer funds and virtual currency. A company incorporated in Canada is not automatically an MSB, but incorporation alone does not remove registration duties either.
A business that only develops software may be different from one that acts as a regulated intermediary. The distinction can turn on contracts, customer relationships, custody, payment instructions and settlement responsibilities. Document the service model before choosing the application category.
Canadian MSB versus foreign MSB: what is the difference?
A Canadian MSB operates a covered money service in Canada. A foreign money services business (FMSB) operates from outside Canada but directs and provides covered services to clients in Canada. Both categories may need FINTRAC registration before providing those services.
| Question | Canadian MSB | Foreign MSB |
|---|---|---|
| Core situation | Covered money services operated in Canada | Covered services directed and provided to Canadian clients from abroad |
| FINTRAC registration | Required before starting, when criteria apply | Required before starting, when criteria apply |
| Corporate and owner information | Required as applicable | Required as applicable |
| Canadian representative for service | Not the special FMSB representative requirement | Required; must reside in Canada and accept FINTRAC notices |
| AML/ATF compliance | Required under applicable rules | Required under applicable rules |
| Other regulatory approvals | May apply | May also apply |
FINTRAC expressly requires an FMSB to appoint a representative for service residing in Canada. That representative receives notices and inquiries. The foreign business itself remains responsible for its legal obligations.
A company should not choose FMSB status merely because a foreign holding company owns it. Its actual operating locations, clients, services and legal entities matter. Firms with complex structures should obtain advice before filing.
How to obtain FINTRAC MSB registration in Canada
Six practical steps to prepare and submit a Canadian MSB or FMSB registration application.
Map your business model and confirm MSB or FMSB status
Identify whether you provide foreign exchange, remittance, virtual currency dealing or other covered services. Record which legal entity serves Canadians and where it operates. Use FINTRAC’s official registration guide to confirm the category. If you operate abroad and direct services to Canadians, assess the foreign MSB rules and the Canadian representative requirement.
Complete FINTRAC’s pre-registration form
Submit the official pre-registration request before providing covered services. FINTRAC then contacts the applicant through a compliance officer and provides the full registration form. The pre-registration form is not an approval or licence.
Collect governance records and criminal-record checks
Gather incorporation documents, ownership and control charts, directors’ details, banking information, expected annual transaction values, business locations and agent information. FINTRAC requires criminal-record checks for specified officers and each owner or controller of 20% or more. Checks must be no more than six months old at submission, with certified translations if necessary.
Prepare the compliance program and designate responsible people
Name a compliance officer. Implement risk assessment, written policies, ongoing training and a plan for effectiveness reviews. Foreign MSBs must also name a Canadian resident representative for service. Review FINTRAC’s compliance program requirements before launching the covered service.
Submit the full application using FINTRAC’s secure channel
Complete the registration form provided by the FINTRAC officer. Submit the requested information and documents through the secure Canada Post Connect message supplied during the process. Do not send repeated applications for the same business. Keep copies of all submitted records and correspondence.
Answer clarification requests and confirm registration
Respond promptly if FINTRAC asks for corrections or more evidence. FINTRAC says most complete applications are processed within three months, but complex cases can take longer. Once approved, record the registration number and verify the entry in the public MSB Registry. Set up renewal and compliance calendars immediately.
What information and documents does FINTRAC require?
The official FINTRAC application instructions identify the information that applicants should have ready. The exact list depends on the type of entity and services.
| Application item | What to prepare |
|---|---|
| Legal identity | Legal business name, incorporation information and business location |
| Governance | Directors, senior management and ownership or control structure |
| Financial details | Bank account information, where applicable |
| Compliance contact | Details of the compliance officer |
| Operations | Employees, business locations and offered money services |
| Expected activity | Estimated annual transaction value by regulated service |
| Agents | Information about agents or mandataries, if used |
| Background checks | Criminal-record checks for specified officers and owners |
| FMSB service address | Details of the representative for service in Canada |
Criminal-record checks are a material part of the application. FINTRAC requires checks for the chief executive officer, president, directors and each person who directly or indirectly owns or controls 20% or more of the entity or its shares. A sole proprietor must supply their own check.
The check must come from an authorised authority and be issued no more than six months before submission. If it is not in English or French, FINTRAC requires a certified translation and supporting certification. These are the agency’s current document rules, not optional diligence requests.
Corporations must also provide proof of their existence and a document showing ownership, control and structure. Illegible materials can delay the process. FINTRAC recommends assembling clear documents into a single PDF where appropriate.
How long does FINTRAC MSB registration take?
FINTRAC says the majority of complete applications are processed within three months. More complex filings may take longer. Its published application page does not promise a fixed approval date for every company.
The three-month figure starts from receipt of a complete package. It is not a guaranteed waiting period from the date a founder first begins gathering documents. Missing ownership disclosures or unclear criminal-record certificates may create additional requests.
The regulator may approve the registration, seek clarification, or deny it with reasons. Do not advertise an unissued registration number or treat a submitted pre-registration form as an approval.
What does FINTRAC MSB registration cost?
FINTRAC charges no registration fee. It does not publish a mandatory C$5,000, C$10,000 or C$50,000 government fee for simply submitting an MSB registration.
A company can still incur meaningful costs. These may include incorporation, background checks, certified translations, legal advice, compliance staffing, transaction-monitoring software, training and independent reviews. Such amounts vary by business and are not FINTRAC application charges.
The registration itself also does not provide a bank account, payment-rail access or guaranteed partner acceptance. Bank onboarding and other regulatory approvals are separate commercial and legal processes.
The five core elements of a FINTRAC compliance program
Registration is only one part of readiness. Reporting entities must establish an effective AML/ATF compliance program. FINTRAC’s compliance program guidance identifies five core elements.
- 1Appoint a compliance officer. Give a named person the authority and resources to manage the program.
- 2Document policies and procedures. Explain identification, monitoring, escalation, sanctions and reporting processes that fit actual products.
- 3Assess risk. Consider customers, geography, transactions, products, delivery channels and emerging threats.
- 4Maintain training. Deliver ongoing instruction and maintain the associated written plan and records.
- 5Test effectiveness. Plan and conduct a documented effectiveness review at least every two years.
A generic AML policy copied from another company is not enough. The controls must correspond to the firm’s money flow, customer onboarding and service providers. FINTRAC’s risk assessment guidance places responsibility for risk decisions with business leadership.
For instance, a crypto broker should explain how customers are verified, how unusual wallet activity is reviewed and how it escalates suspected abuse. A remittance firm should cover payment chains, beneficiary information and cross-border risks. Both need evidence that documented controls operate in practice.
The two-year effectiveness review is mandatory
FINTRAC requires an effectiveness review at least once every two years. Its current guidance says the review tests policies, risk assessment and training. It must be documented, including findings and corrective actions.
The reviewer must be knowledgeable about the applicable obligations. For entities, the results must also be reported in writing to a senior officer within 30 days of completing the review. A checklist without testing or documented conclusions is not a substitute.
What transactions must a registered MSB report?
Registration does not mean every transaction automatically generates the same report. Different rules apply to suspicious activity, large virtual-currency receipts and other transactions. A firm must map each reporting requirement to its actual products.
| Reporting or control | General FINTRAC rule |
|---|---|
| Suspicious transactions | Report when the applicable reasonable-grounds-to-suspect threshold is reached; no universal C$10,000 minimum |
| Large virtual currency transactions | Reporting generally applies to receipts equivalent to C$10,000 or more, including relevant aggregation |
| Travel Rule | Required information must accompany or be obtained for certain electronic funds and virtual currency transfers |
| Identification and records | Requirements vary by transaction type, service and threshold |
| Sanctions and risk controls | Screening and escalation must reflect applicable laws and risk exposure |
FINTRAC’s suspicious transaction reporting guidance explains the suspicion threshold. Its large virtual currency reporting guidance addresses the C$10,000 rule and applicable aggregation. These are distinct obligations.
The Travel Rule guidance explains information that must be included or obtained for covered transfers. A firm handling customer crypto withdrawals should build these controls into its actual transaction workflow, not merely into a written policy.
Does FINTRAC registration let you operate a crypto exchange?
No. FINTRAC says registration is not an endorsement or a licence. It records compliance with the relevant registration requirement. It does not establish permission to sell investment products, hold securities or provide every payment service across Canada.
A crypto trading platform may also require securities-law authorisation. The Canadian Securities Administrators’ crypto platform register provides a separate way to check platform authorisation. FINTRAC registration cannot replace that review.
Payment firms may also fall under the Bank of Canada’s Retail Payment Activities Act framework, depending on their activities. Provincial rules can add further requirements. A business should assess all relevant permissions before launch.

How to verify a FINTRAC MSB registration
FINTRAC maintains a public Money Services Business Registry. Search by legal entity name, registration number and other available identifiers. Compare the entry with the company’s actual legal name and services.
Do not treat a marketing statement such as “FINTRAC approved” as proof of broader licensing. A registry entry confirms a registration record, not the safety of customer assets or the suitability of an investment. A firm may also be listed under a different legal name from its website brand.
Check whether a registration remains current and whether the entity offering the service is the entity appearing in the registry. When uncertain, confirm directly through FINTRAC’s official channels.
When must a FINTRAC MSB registration be renewed?
An MSB registration is valid for two years. The firm must renew it before expiry and keep its information accurate. FINTRAC’s renewal and update guidance explains the forms and continuing obligations.
The business should update changed ownership, management, activities or other registrable information as required. FINTRAC can request clarification. Failure to renew or maintain accurate information can expose the company to regulatory consequences.
Set up an internal renewal register with evidence of submissions and reminders. The responsibility remains with the business, even when an outside consultant prepares its paperwork.
Common MSB application mistakes
Using the wrong category. A Canadian operating company and a foreign firm serving Canadian clients do not automatically follow the same registration requirements. Identify the true service provider before filing.
Missing owners and controllers. FINTRAC requires criminal-record checks for specified officers and owners controlling 20% or more. Leaving a qualifying person out can delay the application.
Submitting stale or untranslated certificates. Criminal-record checks must satisfy the six-month rule and translation requirements. Review each document before sending the package.
Overstating permission. FINTRAC registration does not substitute for securities, payment or provincial approvals. Advertising it as a complete crypto exchange licence is misleading.
Weak operational compliance. A glossy AML manual will not compensate for missing identification controls, risk assessments, suspicious activity escalation or training. Prepare the actual processes alongside the application.
FINTRAC MSB application checklist
Before filing, map each regulated service and determine whether MSB or FMSB registration applies. Confirm the legal entity, business locations, management and ownership structure. Gather all required background checks and any certified translations.
Appoint a compliance officer and prepare operational AML controls. Complete FINTRAC’s official pre-registration form, respond to its compliance officer, and submit the requested package through the provided secure channel. Preserve the approval notice, registration number and supporting records.
Use the official [FINTRAC registration instructions](https://fintrac-canafe.canada.ca/msb-esm/register-inscrire/reg-ins-eng) rather than a third-party “guaranteed approval” service. The application is free, but readiness takes real work. When planning a payment product, Finlazo’s cross-border crypto payments guide explains the business flows that often require this analysis.
What registration really establishes
FINTRAC registration is an entry point into Canada’s AML oversight for covered money service businesses. It is not proof that a company has solved licensing, banking or operational risk. The regulator’s 2025–26 statistics show both rising registration volumes and meaningful enforcement activity.
A serious applicant should approach the process in that order: classify its services, disclose its ownership, build functioning controls, submit complete records and maintain compliance after approval. Registration is a continuing obligation, not a one-time badge.
